I would like to build something starting from this...

So, I haven't played TCG in years, and I have some spare money, so I'd like to start from a PowerPlay theme deck for some basic training and learning of game basics then build towards fighting/water types. Right now I'm looking at Vanilluxe with Fliptini, Gigalith, Beartics and a few Cinccinos to hold a little while I get the heavy ones ready. I have unlimited energies here since I was like 9 years old, so I'm not limited by that. Also I know people who sell trainers pretty cheap, not limited by that either.
Do you think I build something playable out of this? I can get a few wins on TCGO with just the theme deck and a few Supporters added to it, but IRL I still need a bit of luck to achieve that.

Well the only viable deck I'm seeing out of that is VVV, that is to say Vileplume Vanilluxe Victini, which actually isn't too bad of a play competitively, so you should build to that. Just going for a certain "type" isn't a very good idea when you're talking about things like tournaments, you need synergy and an answer to common decks in the metagame. The deck itself is pretty cheap with no full arts or primes in it (unless you run mew), and can get you into the competitive scene. Although netdecking is frowned upon I'd look up a list from a reputable player either here or on http://google.com/ and copy it. Play around for a little bit and once you get a feel for the deck start changing it yourself to what you feel is good. We also have a constantly updating Tier List here at the beach so you can always find out what everybody's playing, and although it won't be always accurate because tiers are greatly based on opinion, it's good enough:

I can get a 2-2-2 for Vileplume really cheap, but isn't his collection on the brink of removal in 2012? Doesn't sound worth it building it right now then having to rethink a whole deck next year.
I don't think I'll get something from the meta, I'll just experiment with some interesting cards, money ain't a problem right now.

I researched this since I am also returning to the game and from everything I found, HGSS and on will be legal through 2012 tournament season and will be legal until September at the earliest I believe?

The thing is we still have Cities, States, Spring Battle Roads, another Reigonals, Nationals, and Worlds, we're only through with maybe 20% of the season. If you want to wait through all those tournaments, be my guest but I wouldn't worry about plume being rotated any time soon.
