it isn't because
1. it has a pre-evolved form
2.other trainers in the game have one
3.it's just to simple to get!
 
1. No it is not a ledgendary.
a- It can breed no REAL ledgendary can breed.
This includes manaphy however Phone can not evolve into Manaphy.
so what if it was in a movie? Unowns are not ledgendary and they were in a movie.

Lucario has been confirmed to not be legendary. You can't refute that. Anyone that says he is is obviously wrong, because he is confirmed, by the most official source you could possibly get, that he is not legendary.
