A: No, unless the power or body specifically states when it would be activated when out-of-play, it is not activated. I.e. if you had a kecleon RR, with the poke-body Colorful Type that states: Kecleon's Type is {G}{R}{W}{L}{P}{F}{D}{M}{C}, located in your deck and not your hand, you wouldn't be able to search for it with a card that would allow you to search out a pokemon of a specific non-{C} type, such as with Azurill from Delta Species's attack Type Match.
I SWEAR that they should have this text in the compendium (or something like it), but they don't. Anyways, sorry for answering the question again, but Kecleon is {C} while decked (really redundant I know).
BTW that is not an actual Q&A compendium ruling; I just made it up because I think that it should be a ruling.
