Our upcoming BR requires us to pay $10 to enter. Is this right?

No. Tournaments other than Pre-releases are supposed to be free. There should be no reason for them to charge you any money for you to participate as you aren't receiving any merchandise, you're showing up to play with cards you already have.

All Pokémon events are FREE. PUSA gets to choose whether to sell entries to BR's or not, and if PUSA says it's free [which they do], it's free.

^Definitely. I'm pretty sure if they're selling BR entries without PUSA's consent, it's a violation of some sort of trademark, because PUSA wouldn't make any of that money. I might even e-mail PUSA directly. That way you could link to the store that's doing it.
I heard that sometimes the TO charges an entry fee in order to pay for the usage of a room or something at the place it's being held at. Where is it that the tournament is being held?
Well dude, it depends on the location. If he/she is charging for there own venue, or for a venue that is cheap then... Report the PTO/TO.
Events are supposed to be FREE, but here in The Netherlands (as well as in Belgium and England) we pay 5 Euros (Thats 7.5 dollars to you yanks) to enter each and every tournament (INCLUDING BR'S, CC'S AND STATES) to enter. So its not that unrealistic.

ok, the impression i'm sort of getting here is it's ok to charge people to enter if they have to pay for the venue... but this event is in the store's actual store. lol
