Is this card considered a Promo?

Would you consider cards from the Plusle and Minum half deck to be Promos?

I want to make sure I'm classifying them correctly. If you wouldn't call them promos, what would you call them?

I classify them decks. They have a symbol that links them together. In Japan, decks are released all the time.

if your talking about the blister pack ones with the shatter holo, then yes, they are promos as can be IDed by the number on the bottom of the card

They're not holo, they just have the picture/silhouette of a pokemon on the bottom right

The expert deck ones. No I would think of them as part of a theme deck.
