can i trade a pokemon from a pokemon silver version game (gbc) to a pokemon rubi version? how? why?

No, mostly because the second and third gen. games were so different: RSE introduced many new variables into the mix, such as Beauty, Coolness, Natures, Abilities and EV's. Even IV's (which were also present in GSC) were changed: they ranged from 0 to 15 in GSC, but go from 0 to 31 since ADV. Because of those significative changes, there is no way to trade Pokes from one to another.
