Ruling Is Wally's Training still legal for league play?

Wally would not be legal for Modified format tournament play.

League play, though, depends on your league. The vast majority of leagues adopt the unlimited format (you may use any card), so you could use it there. Check with your league leader.

Even better, since that what I am talking about...POP's are a year or two away...my son needs to learn the strategy deal first...

In LEAGUE play, you can use EVERY card printed EXCEPT Happy Birthday Pikachu and Ancient Mew.
