IV/EV Training

IVs you do not train for. They are numbers from 1-31 in each stat. Perfect IVs are generally seen in competitive play, unless you need a specific Hidden Power or something.
As for EVs, use this. It's for 4th gen, but the EV system remains unchanged.

Almost. Normally, a Pokemon's EVs are calculated when it levels up, effectively meaning that it is impossible to EV train at level 100. But Black and White have changed this, so that EVs are now calculated after battle. In combination with the (currently impossible to get) EV reducing berries, this effectively lets you EV train at level 100.
 
You can breed for IVs however, best way Ive found is to IV calculate your breeding pair, put them in daycare, crack a bunch of eggs, put the highest IVs out of the total in daycare, crack more eggs and so on, it tends to power creep your IVs up each generation of eggs.

You can also use power items to pass on specific IVs from the parents, but Ive found that to be of mixed usefulness, I generally find when I can get both parents into the 20s, the eggs tend to be just a bit higher overall without power items, where as with they tend to have horrible stats in the non transferred IVs.
 
I just find catching tons of dittos more effective since you don't have to catch a new set of pokemon every time you move on to a new one. I also like to get dittos with 31 ivs in a particular stat(very time consuming), because it saves you a lot of time in the long run. Smogon has an extensive guide on both ivs and evs though I can't get you the link, since smogon seem to be down at the moment, but be sure to check that out. It was the one I used when first learning to iv breed and ev train. Hope that helped!
 
The same inheritance rules apply for any individual IV (pardon the redundancy :p), so you'd just go about the same process as if it were a 31 IV or anything else; parents with optimal IVs, power items, waiting for a random occurrence, etc.

Alternatively, you could try your hand at RNG abuse (Gen V), in which case you could obtain any IV spread you like relatively easily, regardless of parents or any other influences.
