im not sure but when ever i get a pack and the guy at the shop opens a new box i get good cards.why,just last weekend me and my frined got some new cards from HP the guy opened a box we all got 2 packs each me and my frineds got good packs i got a mew EX and a latias(not that good but still o.k) one of my frineds got a cradily and raichu and the other got a raichu as well and my little brother got 2 rayquazas both shiny and one reverse and they were all near the top.coincidence?!I think not!

It's just coincidence. If there was a set pattern to how packs (and the rarity contents of the cards) were arranged in boxes then we would have heard about it from someone after all these years and we'd all be rich getting good cards instead of wasting our money of useless packs.
