Japanese Booster boxes have 20 packs.

Each pack contains 11 cards though.

2 rares if i am not mistaken. 1 is holo. The extra card is an energy.

Yep, 11 cards with 1 holo rare, and 1 normal rare, along with a basic energy.

You also get on average 3 Lv Xs I believe...

Odd, when I got my GC (PL) box it was 2 Lv.X, 2 Reprint, 1 Shiny and 3 Rares per pack with a bonus energy.

So, what's better: a English or a Japanese booster box to get the cards you need?

Eh, depends on where you are, like here in BC for example, the fate of Japanese Cards are up in the air (In terms of playability). But I did get a playset of nearly every every trainer (Minus PokeTurn and Cyrus), I would go Japanese personally.

In tournaments you can't. I don't know if you can in league.
But atleast you can play at home....
