Definitely need a lot of work. First of all, usually you're not going to want to put effects over your focal. Makes everything very chaotic, as these are. Try new things, other than just slamming effects all over your tag. Use things like C4Ds sparingly, with good positioning.
 
I know the wallpaper fails, and the Gallade is a bit heavy. Other than that, I don't see too much C4D abuse. Would you mind pointing these out?

Yeah, I was mainly talking about those two, along with your current. Using C4D's is fine, but usually you're going to want to place them in such a way that the tag has flow and depth, etc. I'm no gfx expert, but observe these two tags of mine:

Obviously, the second one is much cleaner than the first, and has a much better look overall. The first tag is an older tag of mine, that was also a request, and I just slopped it together. There may be a little bit of flow.. but all it really is is a background with a render and a bunch of C4Ds set to overlay. The second took a lot more effort, and I really though about placement and flow when I placed the C4Ds, aiming to give it depth. Just my two cents.

In which tag do you see the motion blur? If it is the naruto one, that was done purposely; to resemble the "spirit" theme. The motion blur was only one of 8 other layers of naruto.
 
Oh, well its very visible. Better yet, just do not lower the opacity on your focals at all.
 
The Halo one is awesome, great job on that one. I have to say that I'm not to impressed with the hand drawn one, but at least you made some effort on it. :)

First start out by copying an already drawn Pokemon as best as possible, then try drawing that Pokemon again but without copying. Then finally try drawing your own Pokemon. :)
