Given that 11 IRs, 10 full art ex's, 4 full art Trainers, 6 SIRs, and 3 Gold cards are confirmed based on the Journey Together promotional material plus the Battle Partners set numbers (I believe), there are definitely more than 190 cards in Journey Together including the secret rares, specifically 193 cards, so why would they say just "more than 180 cards"? Have they ever been that off in the set total? They even say there are more than 30 (at least 31) secret rares in the promotional material, which puts it at at least 190 cards.
There also must be fewer of one of these types of secret rares in both sets, because the SIR for Iono's Bellibolt ex is #125 in Battle Partners, which means there are 24 secret rares before it, but there are supposed to be at least 12 IRs (in the Battle Partners set), 10 full art ex's, and 4 full art Trainers before it which is 26 cards. This means Battle Partners probably has some ex's, or maybe even Trainers, that don't have full arts.
Maybe they lowered the IRs numbers from 12 to 10? Then this would mean we will be getting the Meowth and Wooper IRs from the Generations decks.
There are only 3 trainers; Iris, Ruffian and Brock.
Lotad, Lombre, and Ludicolo were revealed this week as part of this set.
Under the assumption that the 6 SIR cards are all Pokemon as announced, 12 IR cards should fit. I'm also not sure if N's Reshiram IR is an actual promo, since the preview from Worlds still had the rarity star on it instead of the Promo star, so it might just be a stamped version. Either way, I think it could be like below:
101-112: 12 IR cards
113 - 120: 8 Full Art ex cards
121 - 123: 3 Full Art Supporter cards
124 - 129: 6 SIR ex cards
130 - 132: 3 Gold cards
If there are 8 Full Art ex's in Battle Partners (meaning 8 ex's in the main set) there must be at least 2 Legendary ex's from the Starter decks in the Journey Together main set, depending on whether Veluza ex is in or not. Unless the "16 Pokemon ex" didn't include the 4 Trainer's ex's, in which case all of the remaining Legendary ex's must be in the set plus 10 ex cards from Battle Partners, which doesn't solve the Bellibolt SIR being earlier in the Battle Partners set than expected with 10 full art ex's.

To me 10 ex cards doesn't make much sense as it would leave Hop with no Illustration Rares at all since Snorlax would be between Reshiram and Furret, Corviknight would be between Lycanroc and Reshiram (where N's Zorua is likely taking the slot), and Rookidee through Cramorant would all be after Furret, which, with 10 ex cards in the set, would not be possible. The usual 12 IR + 8 FA also fits better with the numbers we currently know (see spoilers), so I think this is the likely case:

I could see the 16 ex cards being all of the ex cards in the set, meaning both Trainer's ex and non-Trainer's ex.
Looking at the Trainer/Energy list, if we do the 13 from Battle Partners + Professor + Black Belt + Billy & O'nare + TM Machine we have 17 cards - this leaves 142 Pokemon in the set.
I could for sure see them cutting another few Legendary ex cards for Tins. Assuming there are 8 ex cards in Battle Partners, right now we have 9 ex cards from the decks, 8 ex cards from Battle Partners, Veluza and (potentially) Rabsca = 19 ex cards. Cutting 3 Legendary ex cards for tins takes us down to 16, which fits with the number given.
So, taking the remaining 87 Pokemon from Battle Partners + 52 Pokemon from the decks + Veluza + Rabsca + Kangaskhan? leaves us at 142 Pokemon if my math is correct.
Sentret and Furret have been revealed today, as have Furret's Full Art Rare card.
