The strategy of this deck is pretty self-explanatory. Keldeo to rush in, and to attack the small stuff. Kyurem is the non-ex attacker, and is ok for snipping the bench. Mime is for Darkrai, and tool scrapper for garbodor. B. Kyurem is for OHKOs, and exeggcute is for propagation. Muscle band is really nice on keldeo and kyurem, while heavy ball gets B. kyurem, kyurem, or Blastoise. Pokemon center is a replacement for beach. Your feedback is appreciated.

Have you thought about taking out one or two Tool Scrapper for an Ultra Ball and a Skyla? You're only going to be drawing nothing but a dead card, should you be playing against a deck such as RayBoar or Plasma, things that don't run Garbodor. Also, have you considered one less Muscle Band for another Rare Candy? You're going to want to get out Blastoise as fast as possible, and four candies will help with this. Plus, once you have a Blastoise up, you have extra fodder to throw away with the Superior along with the Egg.

I think that it is helpful to have discard tools scrapper, and against bangle or muscle band it still helps. For the ultra ball, Heavy ball is a good substitute. Muscle band makes keldeo a better attacker, and this deck is super consistent. Skyla gets less and less helpful in the late game with this deck, and you sometimes don't even need Blastoise. Just manually attach to Keldeo and after 3 or four turns, you just secret sword for the game.
 
I made a quick change- 1 water for a 3rd center. BTW Kecleon, the reason for 4 scrapper is that lost to Garb to much.

Ok, Mr. mime isn't too great if you have Pokemon center around, 4 Slyla is very good for getting that turn 2-3 Blastioise. With Exeggcute, it's much more versatile to have another Ultra Ball than a Heavy Ball, but I could still see the heavy Ball argument. Electrode is absolutely incredible, and level ball helps get electrodes out.

My only other comment is about Muscle Band. It is nice for Keldeo, but another water energy does the same thing and makes the deck more consistent. The only reason for it I see in here is for the Kyurem, if that. I could see more electrode or energy going in here instead of the bands.
 
As I said, the scrappers are because I lost to dark garb to much. I understand the mime trade off, but random is just needed. Also, Colress is nice because if you need to hit something late-game. But thanks, and I will consider your advice.
 
Why is the random Reciever needed? I fail to see the helpfulness of it over say, another N. Consider Jirachi EX instead of the random receiver. Having an extra supporter is much better than getting a random one out of your deck, especially here.
 
I'll try it, but jirachi is another bench spot, and you usually need two keldeos, 1 BKEX, and a blastoise down.
 
^ah yes, very good math. 2+1+1 = 4, this leaves you with 1 bench space, plus your active. You do not need 4 scrappers. If you lose to darkgarb lots, too bad, its called a near autoloss for a reason. It is an absolute dead card in many other matchups, and unless your meta is something like 90% dark garb (in which case you should just be playing big basics/garbodor) you will NEVER need 4 scrappers. Never. Add in an extra ultra ball and profs letter instead of two scrappers and your list looks fine.... Without beach. Btw lol I recently saw a beach with a dent in it. I was almost persuaded to jump off a cliff.
 
With Pokemon Center and squirtle, Mr mime really isn't neccesary in here (he also takes up bench space), so take him out and add something else. A good choice could be a max potion, or another energy (water).

-1 Computer Search, it's better to take something from the discard pile than from the deck.

I get dowsing and even bands + mime. But man, you need centers as a counter-stadium (BTW I already said I play 3). BKEX is fine with two, because of letter. Candies flood my hand as it is, but I also get the skylas and colress. Plus, If I ran wartortle, 4 candies, and 4 blastoise, 4 ultra, and 4 skyla, I would always get a blastoise (not a bad thing, just overflowing my hands).

Dark Garb? What's that?
For Keldeo... 3 turns to load it. Muscle Band for Keldeo... Keldeo is used with Float Stone, only with Float Stone, no one in their right would use it a Muscle Band. Why is it used with Float Stone? Because of Rush In, you can change the Active Pokémon as you wish with Rush In and then put another one with Keldeo using the Float Stone. Stadiums, I know they are to counter, but you need 4 if they are to counter. So have them as side deck, depending on who you battle. Only 2 Lightning? I hope you get a S.E.R each turn. You say you would ALWAYS get a Blastoise... you have 60 cards and only 4 are Blastoise... also, you have N, Juniper, or Colress in case you flood your hand. You don't need 4 Ultra Balls, with 2 you are okay, instead, use 1 Level Ball for a Squirtle in case you don't have one, and a Heavy Ball for BKEX or Blastoise. I don't think you always get Candies, Blastoise, Bands... your deck has to jam one day. Also, Squirtle from BCR does the same as Mr. Mime.
 
Muscle band isn't needed for Keldeo; a water energy does the same thing, so take out two muscle band for 2 more water energy. I run 4 Squirtle 3 Stoise and 4 Candy, I usually get 2 Stoise out then just discard fodder the rest; it's all about that quick blastiose though. Also, 2 tool scrapers should be fine if you play them at the right times. Skyla count needs to be 3 at least, if not 4; it is a very consistent card. Just my few cents on the matter. Also, next time you get a chance can you update your list? I'd like to see what changes you have made to it since you posted it.
 
The only change is one water for one center. Skyla sometimes can be bad late-game (sometimes) and bad early game (sometimes). I'll consider the water trade, but what should I change instead maybe? BTW, how long have you played (just curious, and Victini is my favorite to!)?

2 things:
1. Kecleon? Why?
2. I may have forgotten to change this, but I now play 4 candy. I found myself drawing to many when I played 3, and so I decided to play delfox. It is ridiculous. It literally makes you immune to n, and after a huge deluge it can help as well. It can almost (ALMOST, GUYS) make up for tropical beach.
