The BST 400 is for the Basics only. For an example, you can choose Roggenrola but not Boldore, despite both being less than 400 BST, as you can only choose the Basic version. You also cannot choose a Pokemon like Murkrow, as it's BST is 405.

The BST total is only for your starting Pokemon, which must be basic anyway. So it only applies to the basic forms.
You're more than welcome to choose the same type as another player.
