Need help figuring out what to put in the spare 4 spaces and making it consistent. Strategy is to get out Kingdra ASAP, spray splash and attack and then use bouffalant to revenge KO.

Could you be more specific on the strategy? Bouffalant shouldn't be your main attacker. And why is the Kingdra important? What do you plan on getting ko'd? What do you do for Donphan?

The strategy is to attack with Kingdra until it is killed, then return KO and repeat for the rest of the game. Eventually they will not be able to kill Kingdra, and it will just finish off the job. Against Donphan and Reshiram you just use Steam Pump Kingdra.

I'm not so sure with the idea of Bouffalant and Kingdra making a combo. Your strategy is basically this; wait until Kindgra dies, and then use Bouffalant to hit for 90, which doesn't even KO half of the non-Basic Pokemon in this format. If you want to run Kingdra, I suggest Mandibuzz BW (which isn't even that great), Liepard EP, or Bisharp from one of the new sets (so many new sets, I can't even remember some English sets). I'll let you decide what you want to use, (you can always go Bouffalant instead and find a decent partner for it) and you can let me know so I can help.

OK, this is how it usually plays out (against any non-Donphan/Reshiram decks)...

Set up a Kingdra and Bouffalant T2. Set up more Kingdra and spray splash, usually 2 extra per turn. This makes Yanmega and Zoroark both KO-able by Bouffalant. Attack with Kingdra until it is KOed. If it doesnt get KOed it will just attack until I win (it has a healthy 130 hp)... If it does I revenge KO with Bouffalant, which by now can KO whatever is up. It may get return KOed as well, if that is so I bring up another one and repeat. They will eventually either run out of energy to put on their pokemon or run out of pokemon to attack with. All the while I am Spray Splashing to make things KO-able. Trust me, it works.

Against Reshiram and Donphan...

Set up normal Kingdra. Set up Bouffalant and Kingdra Prime to spray splash. Against Reshiram quickly take out Emboar/Typhlosion, against Stage 1's quickly take out Donphan. Once Stream Pump Kingdra is knocked out continue with regular strategy, it is very hard for them to recover.

I recover and return KO. I also dont lay down DCEs until I need to. Im not asking you guys to question the deck, I just want help making it more consistent...

Proxy the deck if you want, then you'll see how good it is.
