Strategy
The strategy is to setup Kingdra as soon as possible and bring my Greninja when I can. This deck has 2 attacker for 1 energy. I can use Greninja to attack or use Kingdra to attack with Tri Bullet or the second attack.
The second attack works well with Greninja. If I have 3 Greninja into play, I can deal 150 damage. With silver bangle, I can one shot any EX. Against other stage 1 or stage 2 deck, I one shot them.
I have 3 rare candy and 3 evolutionnary soda to setup this deck really quickly.

Would you consider to fit in a Cradily line? You could bang out greninja and kingdra at the same time, not sure how it'd do for consistency but it's something to try none the less.

I don't think cradilly is a good idea, first off cause it takes at least 3 cards minimum to set up 8 to set up effectively, second it takes grass energy which just adds to the inconsistency as you cant use it on another Pokemon, also Greninja and kingdra can be set up fairly easily with candy/soda. As much as I've wanted cradily to work since PLB was released Its just to inconsistent to run competitively. if it wasn't a fossil it would hold a lot more potential.

I agree, the fossil mechanic needs more help.. Anyway another Pokemon that will help maintain bench is Mr.Mime, prevent the snipe of your basic/stage 1s. You are running (The OP) 3-2-3 lines.

You have 8 junipers in your list.
-4 Junpier
+4 Professors letter.
-3/4 Level ball
+3/4 Ultra ball
-1 Colress
+1 ?!? (I don't know, but Colress is not worth it)
Either that, or a split with energy retrievals..
Reasoning is, you don't have any way of getting your energies when you're going to attack, to consistently attack, you have to get your energies, now Energy retrieval is probably not a good idea, but searching for energies is. Cilan, or professors letter allow you to do exactly that.
Now I also added in ultra balls, why? because you're not discarding 4 energies a turn, and there's no chance in heaven that you'll consistently have 3 frogs sitting on your bench every game sniping the opponent, not only that, but to actually attack, you need to have energy discarded, that's why discarding them with ultra ball, instead of keeping them in your hand, is a good idea.
it is also arguable which ace-spec is the best for the deck, considering your best interest is to discard energies, you will probably repeatedly using juniper, and then it's nice to have the possibility to retrieve a trainer, but then again, the time and the amount of set-up this deck has to do is going to set you back a few turns, and then it's nice to have the possibility to search for any card you desire.
Reason why I think you should replace colress with something else is because you're not likely going to have a full bench, you're probably going to have your pokemon knocked out easily and you're most likely not getting the draw you need from it.
I however, am too lazy to leave a suggestion for what to replace Colress with, so feel free to play around with the idea.

Just out of curiosity, have you playtested (with proxies) this deck yet? With only 6 basic Poke, I envision you might have some serious setup issues in addition to probably providing your opponent with several mulligan draws.

Thanks for your answer. I tried this deck with proxy and it's true that I need some basic because I am providing my opponent several mulligan draws. But I have no place.

Maybe with a line of Dusknoir and 1 Mr Mime, it can help a bit.

The Ultra Ball is a good idea, I will try it.

I change lines for:
4-2-4 Greninja
2-2-2 Kingdra

I found it easier and a bit stronger because Greninja has a great attack and kingdra is more late game when I have enough energies in my discard pile.

Do you think this deck can be competitive? I really want to play Greninja but I'm still looking for a good partner.

Yes.

I have a Kingdra deck that I've been testing for awhile. Initially, I used different Poke combos, but eventually arrived at the conclusion that Dusknoir was its best partner (IMHO) because of its Sinister Hand Ability that really compliments Kingdra's Dragon Vortex attack. My deck, I believe, is quite competitive, due to the fact it can 1HKO any Poke in the format.

Greninja will definitely replace my Dusknoir line. Water Shuriken(s) followed by Kingdra's Dragon Vortex will be a great 1/2 punch combo; so, Greninja will definitely make my Kingdra deck even stronger.

The best deck I have come up with Kingdra to use is Kingdra with Rayquaza and use Rayquaza first attack to discard energies from deck then use sucine for back up and Kingdra as a haymaker spread damger
