Ruling Knocking Myself Out With Frozen City!

Situation: The Frozen City Stadium card is in play. My active non-plasma team pokemon has 100 HP and has 80 damage. I have a pokemon on the bench ready to roll with all energy needed attached. It is the start of my turn.

Question: When I attach energy to that non-plasma team active pokemon on my turn, he takes 20 damage during my turn in the attach energy phase. Does that pokemon that now has 100 damage on it and 100 hit points get knocked out? And, if so, do I then get to move up my fully energized benched pokemon to active and still attack during my turn?
 
Start of my turn. Chancey is active. Chancey has 80 damage (20 to go). I put energy on Chancey. Chancey is not Plasma. Chancey takes 20 damage. Now what? Chancey is knocked out by me on my own turn I suppose. Do I get to move another poekmon from the bench up to active, continue my turn, and eventually attack? This could be a slick purposeful free retreat and exchange in certain circumstances. Also, does the opponent get a prize card? I knocked my self out, not them.

With Frozen City in play, as soon as you attach an energy from your hand to Chansey, due to Chansey not being a Plasma Pokémon, it will take 20 damage. If Chansey already has 80 damage on it, then the damage from Frozen City will KO Chansey.

As normal, you are required to promote a Pokémon from your bench to the Active position. And as per normal, your opponent will get to draw a Prize card.

Unless an effect states otherwise, your opponent will always draw a Prize card in the event one of your Pokémon are KO'd, for any reason.

What I still need the answer to is whether I can attack with the newly promoted pokemon who became active during my own turn. Once the 20 damage goes on thr non-plasma team pokemon, there is a KO, a prize card take, and a promotion of a new pokemon. No attack has yet occurred in my turn. I want to know if the card I promote is fully loaded with energy, if it can attack. What is the answer to whether I can attack with my newly promoted pokemon?
 
Yes. You promote another Pokemon to active when your current active is knocked out. Unless there is some effect preventing that new active from attacking (unlikely) you can attack with it.
