Strategy
Try to use Kyurem's Blizzard Burn for 120 on the second turn. And if you have a Silver Bangle and Hypnotoxic Laser+ Virbank City GYm that is 180 damage on the second turn. Keldeo EX + Float Stone is there so you can Blizzard Burn every turn (If you Rush In and Retreat then all effects go away so you can Blizzard Burn every turn.)

Translation:
Silver Bangle

Attach a Pokémon Tool to 1 of your Pokémon that doesn't already have a Pokémon Tool attached to it.

As long as the Pokémon this card is attached to is not a Pokémon-EX, that Pokémon's attacks do 30 more damage to the Active Pokémon-EX.

You may play as many Item cards as you like during your turn (before your attack).

Put any number of cards from your hand on the bottom of your deck in any order you like. Then, draw from your deck a number of cards equal to the amount you put on the bottom of your deck.
You may play only 1 Supporter card during your turn (before your attack).
 
I like your idea and your decklist seems ideal. Have you considered adding more attackers (you don't plan to attack with Keldeo ex, right?)? Absol is a good choice (its attack cost can be crucial late game, when you can't have a loaded Kyurem with 3 energies). So,

+ 1 Absol PF
+ 4 Prism

- 1 Shadow Triad
- 4 Water
 
4 Silver Bangle and 4 Float Stone seem like waaayyy too much. One each of these could be taken out and help with consistency in other places.
 
would you be opposed to making this KDK? (keldeo deoxys kyurem) it seems awfully close imo

No, it's not necessary. You can have a loaded Kyurem T2 very easily with a colress machine (with 3 Skyla and 4 Colress Machine you are ok).

I was talking about using him to counter Genizion (Virizion/Gensect) (Intensifying burn).

There is no point because of. Silver Bangle and LaserBank = 60 Kyurem's Blizzard Burn = 120.
120+60 = 180. There is no need of using Deoxys EX

4 Silver Bangle I like for Kyurem/Absol (mostly Kyurem). 4 Float Stone for Keldeo EX.
8 Tools = 8 Pokemon. (The only thing I will change is -1 Float Stone)
 
If you want to play Victini ex to counter Genesect/Virizion you should include Victory Piece. It sounds good to me to OHKO a Genesect or a Virizion out of nowhere without using energies.
 
I like it! I wonder, though, how often you'll get to attack T1 or T2 with Frost Spear AND Silver Bangle AND Laserbank. I was thinking of something along these lines for a deck I have in which Kyurem PLF is the main attacker, but was thinking of getting rid of Laserbank in favor of Silver Bangle alone.

Totally agree about Deoxys. I think it's overrated. One Umbreon can negate the effect of two of them.

So you need 8 cards T2 to do the 180 you are planning on. That won't be able to work.
 
You said 4 cards plus kyurem and 3 energy, not 3 cards.

Will they have wreaked havoc on your field by then?
 
Colress Machine 2 Energy Virbank Laser SIlver bangle and Kyurem = 7 Cards.
And I just tested this deck a little and it works fine gets going t2-t3 to OHKO (still attacks t1-t2)
 
Well, when you compare it to what you need to get, say, a classic Keldeo setup going (Keldeo EX, 3 energies, Squirtle, Blastoise, Rare Candy = 7) it's not outrageous. It certainly can be done on T2, though it seems likely that it will be done very often on T3 or T4. I wish you luck.
