In order to understand the strategy of the deck you need to know what the cards do. Sigilyph has an Ability called Safeguard, which prevents all the effects of attacks (including damage) done to it by your opponent’s EX-Pokémon. And as you know, most of the main attackers in the current format ARE Pokémon EXs thus meaning that most of the main attackers of the current metagame can’t attack Sigilyph at all! The same goes with Latias EX, although it can’t be attacked by Pokémon that have Abilities. A deck that is invulnerable to attacks by Pokémon EXs AND by Pokémon that have Abilities – sounds pretty awesome doesn’t it? It sure does, but it has its weaknesses as well, which I’ll analyze later on.

The original problem I had with the deck was how to energy accelerate Sigilyph as Sigilyph needs Psychic energy and Latias EX Psychic and Fire Energy. Thankfully the answer was brought to me in a form of Victini EX; which can work as the early game attacker and as the energy accelerator for the deck. Without energy acceleration, this deck would have way too much trouble even with cards like Eelektrik, but thankfully that isn’t the case anymore.
 
Might think about DCE's and Prisms.
I also believe that you dont need the cherens, or the victory piece.
Somethings itching making me say I think Sableyes could be incorporated well here.
You should also get an attacker. The pokemon you have deal circumstantial damage at best.
Absol might do you some good as well. If you have them in a lock, their bench may end up building up quickly.

:) But, this is just my personal opinion.

Hate to break it to you and I have used a similar idea for a deck but you CANNOT use victini's attack turbo energise to power up sigilyph as his ability references EX pokemon and not your opponents pokemon and seems how the energy attachment is an effect of the attack it cannot work.
also. the deck will get a boost if the card silver bangle/mirror (not sure which one) which is a tool card that prevents effects of attacks done to the pokemon by team plasma pokemon but it cannot be attached to EX pokemon. so sigilyph is going to be using that one.

In reply to xyrrus, I would say no absol purely for the fact that the second you bench anything that won't lock then e.g absol or even victini later game will just get catchered out and killed (Probably quickly due to the amount of time the opponent will have had to load everything up).but again test it and see if it works.

Finally, I would tech in a tool scrapper because when Sigilyph and Latias EX have no abilities they are quite mediocre and just wreck the whole strategy of the deck.

I wasn't planing on not using victini ex ablitily for sigilyph I know it wouldn't work it mostly for get set up for latias ex. Plus I just thought I might run tornadus ex in the deck so it cM become a heivey hitter because the torbo.

way too much energy in the list. Take out Tornadus EX and Sableye, they do not fit in this deck if you're trying to defend against other decks via Sigilyph/Latias (especially Tornadus).

Visit http://www.thedeckout.com/2013/05/latilock-latias-ex-reborn.html to get a really good view of the deck and what works in it. I would probably use his exact list, since he has play tested it a bit and explains why every card is in there. The deck has fairly good match ups overall except for PlasmaKlang and Garbodor decks
