This deck is based on Esa's list http://www.thedeckout.com/2013/05/latilock-latias-ex-reborn.html with a few changes with regards to the recent NXD-on rotation (assuming that the rotated cards will not be reprinted anytime soon). Victini-EX is used for energy acceleration, while Latias-EX and Sigilyph both act as counters to many metagame pokemon. Catchers and tool scrappers are added in case a wild Garbodor appears.

However, as Esa has pointed out, this deck performs badly against Plasma Klinklang. Aside from adding non-EX fire attackers (which are all very inefficient imo), are there any other ways to improve the odds of such a matchup?
 
It is actually not such a bad matchup. The reason I say that is because you have 4 Skyla's in the deck. So if you get Intensifying Burn 1st turn then you will have a great early pressure and most likely win. (Maybe add DCE?)
 
Are you sure that playing only 1 Switch is sufficient? I would play 2 or 3 personally so you don't get a Pokemon stuck in the active position.

DCE would be great, but I'm afraid it might be risky considering that I don't have Computer Search as my Ace Spec.

On another note, do you guys think a Town Map would be worth the space? Cause I feel that Victory Piece is literally its namesake, and if (god forbid) it's prized I'll need to get it in my hand ASAP.
 
Fire Victini is rotated out.

Reshiram is probably your best bet to that PlasmaKlang matchup once it is up and running. Before PlasmaKlang is set up, however, you can use Victini-EX and kill off Klinks and Cobalions.
 
Just a reminder that you can't Turbo Energize to a Sigilyph. Energy Switch might be a way around that.
 
Safeguard blocks against all effects of attacks of Pokemon EX which includes your own.

Yeah I'm aware of that. I guess DCE is my only alternative now unless Energy Switch is reprinted. :(

I'd say -2 Psychic, -2 Fire, +4 Blend. Just in case you get stuck with a hand full of the wrong type!
