Ruling Legality of cards

Hi guys,

this time I only have really simple question: Are Sylveon/Noivern trainer kit cards tournament legal and may I use them in modified format?

Yes, they were released March 12th, 2014. New sets, etc. become legal after their release date. So cards that you might get a weekend early from a pre-release tourney wouldn't be legal until the official release. Once something releases, you are good to go.
