Is Rotom legendary?

If you've read my post correctly you would have noticed I said: ''(not event) legendary Pokemon''. And the level 1 Regigigas is actually an event Pokemon. If you don't have access to Wi-Fi and don't have any GBA games you can't obtain it. @ jirachinick, no I don't consider Phione as a legendary either. It's between the legendaries in the Pokedex but only because it's the breeding result of a Manaphy, putting it in another place would be weird, and its stats are very low for a legendary.
Did Prof Rowan say something about Rotom? :O Anyway but still it isn't a legendary, because Nintendo confirmed it isn't. But Manaphy doesn't give offspring to its own species, it creates Phione (however Phione IS a legendary too, because it's related to Manaphy) And Manaphy has a total stats of 600 or above (an important feature to legendaries. Not mostly at all. Only a few pokemon have an exclusive move or ability, and definately not most legendaries.

A lot are at level 30

Mew, Mewtwo, the beasts, the regis, Latios and Latias, Deoxys, Jirachi, Heatran, Cresselia Darkrai and Shaymin have no role.
