I was surprised to discover that elements of my designs were already used in other pokemon before, but since none of those is a proper mermaid pokemon and these bring new stuff to the table, I decided to do them anyway.
While doing research, a clear connection between mermaids, the sea and venus/aphrodite came to light, looking for inspiration for the basic shapes, I remembered that venus is connected to the pisces constellation, and she's also frequently depicted as coming out of a seashell (I'll let you figure out the symbology), that gave me the basic ideas for each stage; a fish that wishes to be human/breathe outside (yes, I know water pokemon can breathe air, shut up) that evolves into a seashell, and from there, the mermaid is born, as a venus surrogate.
Charmell's shells are both predicting what will be lovenere's shells, and a remnant of a previous idea, where I had the fishie gather and wear shells and starfish, that got half scrapped; its fins are quite obviously, hearts. The ribbon coming out of its rear is like the ribbon joining the fish of the pisces constellation.
Scallove's shell is heart-shaped too, but due to the viewing angle it may not look so. The pearls growing on its sides are like the multiple eyes lining the sides of scallops (being the same color as its real eyes helps to disguise them, too). The cut on the upper shell is both to define the heart shape and is in the shape of the symbol of the chalice (I'll let you figure that one out too, I'm slipping so much crap past the radar here that you wouldn't believe.).
As for Lovenere, I didn't want to make a fully human-shaped mermaid, hence why I took the venus de milo (yeah, I know, it was not original at all) as a reference. But as much as I didn't want her to get arms, I didn't want to not give her something up there, so I gave her a couple of (relatively small) flowing fins, with seashells like the ones covering Charmell's fins. Lovenere, when swimming, can get her fins inside the shells and on her chest, looking like the venus de milo and using only her tail as propulsion. The colors came from pink hearts, teal water, and the ribbon/hair and shell color came from botticelli's "birth of venus".
As for the moves, I tried to give them most love related moves, and some good water type moves; they are still lacking in the fairy type department, and I had to make sure the movesets didn't overlap too much with clamperl's, luvdisc's and milotic's (and couldn't do it, sadly). The fact that the middle stage is a shell also brought me many problems, there are probably a good amount of moves we can throw out.
Oh, oh, and in the wild, their hold item is heart scale.
