Ruling Level Up

I recently had this problem when an opponent said he could use BTS to level up a pokemon, I told him no, but the league organizer said you could and I said you couldn't. Who was right?

You were right. You can't use BTS to Level up because Evolving is different from Leveling up. However, if it's been on the field for a turn, you'd be able to Level up the Active, but you don't need BTS to do that.

I'm not certain, but I don't think BTS works for LVXs

Leveling Up is not evolving. BTS only affects the ability to evolve. Since Leveling Up =/= evolving, BTS does not allow you to Level up quicker.
