Guiding questions:
1. Analyze the stats of the card (HP, Weakness, Resistance, Retreat cost).
2. Analyze the attacks (and/or Poke-Powers, Poke-Bodies, Abilities) of the card.
3. What combos can you use it with? How so?
4. What techs can you use to combat the weak points?
5. How's the artwork?
6. Give it a rating, and explain why you have given it that rating. You can also rate the card by rating the thread itself (out of 5 stars).

1. 100 hp is good for stage 1. x2 fighting weakness failed it as donchamp is famous nowadays. no resistance sucks. 3 retreat cost sucks too.
2. First attack doesn't shine as you need to attach alot of energy to lickilicky to snipe big. Maybe emboar? Second attack is 50 for CCC, healing 20 from itself. Not bad considering it is a poorman card.
3. Exploud, Emboar. Emboar to let it snipe big, exploud to heal its stinking weakness.
4. Like 3. Play it in a poorman's deck instead. it can shiny quite brightly.
5 Lickilicky, cute. what do you think? 4/5.
6. 1/5 in current format. 3/5 in poormans format.

Edit : 1st!

1. 100 HP for a stage 1 is pretty good. Everything else is rofl. Weakness to Donphan and Machamp Primes, no resistance, and 3 retreat in an era without Warp Point or Unown Q or Warp Energy.

2. 1 energy to do 10 to any Pokémon is not good. at all. I can't see any use for the second attack, since without Unown Q, there's not a lot of stuff that would just randomly retreat anyways, and 50 isn't that good of a damage output.

3. Exploud and Double Colorless Energy, if you REALLY want to play it.

4. Exploud. That's about it. Nothing to lower retreat, raise HP, or raise the healing ability.

5. The artwork is decent. I like the background. 4/5.

6. lol out of 5.. 1 out of 5. I don't see much use for this dude at all.

In short; I give this guy 1/5.

Average HP, bad everything else.

He was good in the prerelease, though.

1. Analyze the stats of the card (HP, Weakness, Resistance, Retreat cost).

Very mediocre, but the weakness is awful. Donphan OHKOs it, and that's never a good thing. Retreat cost, as mentioned earlier, is pathetic, especially for a stage 1.

2. Analyze the attacks (and/or Poke-Powers, Poke-Bodies, Abilities) of the card.

I COULD see the first attack working alright with Emboar and a lot of energy. It could act as some rogue Blastgatr, though you would need a lot of energy to do this.

3. What combos can you use it with? How so?

Emboar's Inferno Fangango for one. Exploud is an alternative for weakness, but if I had to run it, I'd run it with Emboar and Roserade UL. With energy signal, you can poison and confuse the opponent, then rock Stick and Absorb to prevent a retreat forcing them to flip to attack and take poison in the meantime. The best the opponent can do is rock switch if they even have it in their deck, which isn't common...yet at least.

4. What techs can you use to combat the weak points?

Exploud, Emboar, as said earlier. Otherwise this thing is too slow and dies too fast to Donphan.

5. How's the artwork?

The background is nice, but I think Lilicky itself is a bit lacking in crispness, and the focus is supposed to the on the foreground. 2/5

6. Give it a rating, and explain why you have given it that rating. You can also rate the card by rating the thread itself (out of 5 stars).

I think people are being a little hard on this card. Sure, it will never, ever see meta, but with some creativity this card could work reasonably well. It was good in the draft and I think it could be a good League deck if built around properly. I'd give Golduck SW a 1/5 in a heartbeat, but this deserves slightly more than that.

I'll give Lilicky a 2/5. No chance whatsoever in meta, but not an abysmally terrible card that shouldn't have seen the light of day.
