This discussion seems to be mainly based on countering Rayquaza EX, and if people are truly worried about that specific matchup, they should just play Head Ringers and Hammers. It dramatically slows down the Rayquaza player's ability to set up.
What you said are only two parts of the equation. Circle Circuit raichu, Wally, and knowledge of the supporter rules, can be used in conjunction with, assuming the Raichu user goes second, your head ringer + hammers idea to KO M-Rayquaza-EX on turn 1: If the opponent wastes his/her Wally, and his/her supporter for the turn, on Vulpix to evolve it into PCL Ninetales, you can use M-Ray's own Skyfield weapon against him by using Wally(to evolve pikachu) + CC on turn 1 to KO M-Ray no. 1, and then, on turn 2, two possibilities open up:
1. If Rayquaza goes mega w/ a Spirit Link attached, and Swablu evolves to eliminate the Lightning weakness, and an energy is attached to M-Ray on the opponent's side of turn 2 in any order of occurrence, you can use Xerosic(to remove the spirit link) + Head Ringer + Hammers + CC on turn 2 to put M-Rayquaza 40-60 damage away, depending on whether or not Muscle Band is attached, from getting KO'd...
OR...
2. If the opponent fails to evolve Swablu to get rid of the Lightning weakness, CC alone, w/ no Head Ringer or hammers needed, could be used to KO M-Ray no. 2 w/o opposing Altaria in play.
