This is a super fun budget deck that I created today, feel free to critique, and try it out yourself!

3 Trevenant EX (Dark Forest, stop the opponent from retreating)
3 Slowking BKP (Royal Flash, get rid 0f energy, put it on a useless Pokemon such as a Shaymin EX)
3 Slowpoke BKP (We must start somewhere)
2 Ariados AOR (Poison both active Pokemon besides grass types)
2 Spinarak AOR (pls)
2 Shaymin EX (Pokemon-based draw support)
2 Vileplume AOR (Extra lock, not mandatory)
2 Gloom AOR
2 Oddish AOR

Pokemon: 18

4 Ultra Ball
4 Trainers Mail
4 VS Seeker
2 Revitalizer
3 Muscle Band
2 Float Stone (Stops Lysandre Stalls)
4 Crushing Hammer
2 Enhanced Hammer

Items: 25

4 Professor Sycamore
2 Lysandre
2 Shauna

Supporters: 8

5 Grass energy

Energy: 5

3 Forest of Giant Plants

Stadiums: 3

Total: 60

Strategy: First, get your Trevenant EX in the active position, favorably with a Muscle band and a Grass energy. Then, set up your Ariados and Slowking. You can keep something in the active and move energy from it onto something like a Shaymin, whilst poisoning them. Hammers then gets rid of energy entirely. Another route is getting out a Vileplume and deep locking your opponent.

Nice deck. I have been working on one myself. However, I can't see a "Budget" deck with Shaymin EX since it's going for $45 + on ebay. Just my opinion. My lock Trevenant deck includes a 4 Phantump, 4 Trevenant, and 3 Trevenant BREAK. I do also run a 2/2 Slowking and 2/2 Octillery, whick works pretty well. I also use Dive balls and Wally to get Trevenant Break of Slowking to where it needs to be. Other members of my gym hate me, but as you said, it's a fun deck to play.

With Muscle Band being rotated out, Fighting Fury belt could help.
