If I use Looker's Investigation and then have no cards to shuffle into the deck, can I still use it or do I need one card to shuffle in?

You always have a hand, even if your hand has zero cards. So yes a player would still shuffle their "hand" of zero cards into their deck because of Looker's.

So yes you can use it like that.
 
Speaking of which...
It's quite likely that with 0 cards, you're not allowed to shuffle.
Take a look at Quick Ball, for instance, it says something like:
Shuffle the revealed cards into your deck
If the first card you reveal is a Poke, then there are no cards to be shuffled in. Ergo, there can't be shuffling. Same goes with Looker's I think, if there's no actual hand you can't shuffle it back, you just draw 1-5 cards.
Correct me if I'm wrong, though.
 
I am pretty sure you still have to shuffle your deck since you are still adding your hand to the deck. You always have a hand regardless of how many cards are in it.
 
I believe you don't have to shuffle. I know when you play Rowan's and you only have 1 card, plus the Rowans, then you just draw 4 cards. I would ASSUME that lookers will work the same way.

A. Read every card...on Gambler it specifically states 'shuffle your hand into your deck'. Since your 'hand' can be a 'hand' of zero cards you could shuffle if you had no cards in your hand in this case. However, cards that say trade a card in your hand for one in your deck, and you don't have one to trade; you can't shuffle in that case. Lass says 'shuffle all Trainer cards in your hand back into your deck. If you have no trainers, you can't shuffle your deck. (Dec 7, 2000 WotC Chat, Q20)
That is all I could find. On a side note, the player affected must draw at least 1 card.

You are correct on Quick Ball, since you have no revealed cards besides the Pokemon to shuffle in, so you don't shuffle, as it says on the card. However, Quick Ball isn't like Looker's in the sense that Looker's says to shuffle your hand into your deck. It doesn't matter how many cards you have in your hand, you always have a hand regardless, even if the hand is of zero cards. You still shuffle your hand of zero into your deck with Looker's.
 
Here's a somewhat more recent ruling from the compendium that applies more to the direct situation:
Q. Can I play Team Galactic's Wager if I or my opponent have no hand after playing the card... or no deck?
A. Yes, both players do as much as they can of the required actions. A player with no hand will shuffle then draw and a player with no deck will shuffle in and draw. (Sep 18, 2007 PUI Rules Team)

Like most have pointed out, you have to shuffle your hand in your deck even though you don't have a hand. Rowan is the same. You keep 1 card shuffle your deck, not keep the card and draw 4 others.
