Low Class Pokemon Excluded from EX Glory

Which Pokemon have no hope of EVER seeing an EX card? (Whether you feel it's deserved or not.) Off the top of my head, I can't imagine there ever being a Seaking-EX or Starmie-EX. Seaking always seems to be abused in every part of the franchise and Starmie probably just isn't popular enough (even though I love it). Also feel like we'll never get common bugs as EX Pokemon, like Beedrill, Butterfree, etc. because they're perceived as valueless or weak Pokemon and thus undeserving of a position as valued as an EX card. What do you think (and WHY)?

Aside from NFE Pokemon, right? I don't feel like we're going to see Dunsparce-EX, Electrode-EX, or any Eeveelution-EX cards.

Dunsparce-EX? That thing doesn't get any love from TPCi at all. I feel like we'd see a Dunsparce evolution before we see a Dunsparce-EX card.
Electrode-EX? Well, what would it gain from being a Pokemon-EX? It's never been particularly powerful, and its regular prints (at least the latest one) have had some nifty Abilities already. I don't see any gains from making an Electrode-EX.
Eveelution-EX? If they made any Eeveelution-EX cards, they'd have to do them all. Pretty sure that'd take up a whole set's worth of Pokemon-EX prints. Maybe a few sets, if they try to space them out. That'd just be too strange. Could they keep an Eeveelution-related theme running for that long?

I'll add more as I think of them - I'm going through a list of fully-evolved Pokemon to see what'd make sense and what wouldn't.

Since we got Magcargo ex back in the day, IN PLACE of a Houndoom ex during the Gen III block of sets even, and since we got Emolga-EX in XY base set, I honestly think almost anything besides the early-game vendor trash Pokemon could be an EX candidate. And from the really small TCG types -- Fire, Lightning, Darkness, Metal, Dragon and Fairy -- I think almost ANYBODY could be a candidate since the pool is so much more shallow.

We also got Electrode ex and Eeveelution ex/Gold Star cards, as well as Glaceon/Leafeon LV. X and Espeon/Umbreon/Electrode Primes, so seeing those as EX cards would not be surprising at all IMO. Actually, if anything, I'd be surprised if they DIDN'T do Eeveelution-EX cards eventually because they've managed to squeeze them into most of the other big gimmick type of cards.

These did get an ex card, so it's not outside the realm of possibilities.

I think the Bug types in general (barring the ones with Mega evolutions (obviously) and things like Genesect or Volcorona) have pretty low chances. There have been very few Parasect or Venomoth cards over the years, especially recently, and things like Beedrill, Butterfree, etc. are almost always focussed on evolving quickly or swarming. Bug types aren't really popular amongst the kids, who are of course the primary target of the EX cards.

Like some of you've said, i don't think the common butterfly-like bug pokemons will get an EX.
I also don't think the common bird pokemons will get an EX (pokemons like staraptor and pidgeot), it just doesn't feel so likely.

As Frost said, the eeveelutions have been getting cards like primes/lvx/ex etc. and I also feel like they are pretty popular and also very unique so it would be very cool if they got an EX card.

Also, for the Eeveelutions they could just release all of them as promos. I could definitely see the Japanese doing something like that, a promo set of all the Eeveelution EXes either in a deck or as single promos with a few booster packs.

I started making a list of every Pokemon from every chase card but got bored and stopped by the BW sets. But one that I totally forgot about was Dustox ex who proves that even the early-game bugs aren't lame enough to get an ex card if the directors pull the wrong name out of a hat or something. There's also a Staraptor LV. X but that one is more explainable because of the FB theme in Supreme Victors.

I think saying "They were Pokemon-ex, so they can be Pokemon-EX too!" is a weak statement. The art requirements alone require a lot more than the old Pokemon-ex cards.
I mean, can you imagine an Electrode bursting out of a card? It'd be incredibly boring and simple.

We've come a long way since the old Pokemon-ex cards. The EX version is much more lively and eventful than the old ex version. Since I don't think Electrode-EX could 'burst' out of a card effectively, it would have to rely on electric FX (any other type of FX? I can't think of any) way more than even a Team Plasma Pokemon-EX card. And I don't think that'd be too effective for it.

True, the Eeveelutions may end up as gimmick-EX cards in Japan. I just think it'd be very strange/awkward/forced to bring them out of Japan though.

I don't think we'd see Audino as a Pokemon-EX card. What would it gain? Why choose Audino over other Colourless Pokemon (especially when Colourless includes all Flying-types!)? Dumb Mega Pokemon is dumb. And I forgot about it. Urgh...

Sudowoodo-EX: Can't even imagine it being portrayed like an EX. Seriously.

Plusle, Minun, Dedenne: I know we had Emolga in XY, but those would just look... weird.

Mr. Mime-EX. I'd be the same case as Sudowoodo. It's really nothing that has potential as an EX. What can it do, Massage the Defending Pokémon to death? xD

Ditto-EX: Well... Unless he can Transform and use the opponent's attacks for free, I can't think of anything else. e.e

Girafarig-EX: Meh, unless it's a really gimmicky card, I don't see it happening.

Corsola:EX, Volbeat-EX, *insert cute Pokémon name here*-EX: Most EX Pokémon have beeen portrayed as fierce powerful EX cards. Nothing says "DOOM!" more than an Octillery or a Luvdisc, right?

The All or Nothing approach with Eeveelution is all made up. Leafeon and Glaceon both got LVL X versions in Majestic Dawn. Espeon and Umbreon both got Prime cards in Undaunted. The last two sets were they were Ultra Rares and two were included in each. I think we will get Slyveon EX eventually because it is the newest and one of the most well known Gen 6 pokemon.

I don't know... I could see a really awful Pikachu EX promo card being distributed one of these days, with 100 HP and attacks not worth using, but hey, it's got free retreat cost. So, it'd basically be like Emolga EX... I do hope that there will be a Raichu EX though, and that they make a Mega Raichu in the game.

Anyway, some Pokemon that will probably never become EX:

Dunsparce - No real point. It's "popular" because it's so derpy.
Shuckle - The day there's a Shuckle EX card is the day I quit Pokemon. Just kidding. I couldn't do that. :3
Dodrio, Fearow, Pidgeot, Swellow, etc. - Pidgeot may have a chance, but it's highly unlikely. I think if any common bird Pokemon will see EX glory, it'll be Talonflame.
Pokemon that don't evolve, are borderline useless, and don't have a Mega evo, such as Jynx, Mr. Mime, Wobbuffet, Girafarig, Stantler, Maractus, Torkoal, and others.
Stage one Pokemon that may mega evolve, but are just not popular enough, like Camerupt (I could be proven wrong on that one...), Skuntank, Parasect, Golduck, Hariyama, Abomasnow, Toxicroak, oh wait...

Really, stuff like Electrode, Mr. Mime, Dustox and Staraptor make me feel like almost anything could be up for grabs as an EX if the directors want to do it. Of course there's Pokemon where the chances seem very unlikely, such as Seaking and all of those other forgotten relics, but because it seems like there's WTF EX choices every so often I can't even rule THEM out fully. And while it's true that the new EX cards pop out of the borders, the only Pokemon that style wouldn't work for are the ones that are literally blobs with no articulation like Electrode.

I can see (and want to see) a Sylveon EX but I don't know if the other eeveelutions will get one. Not to say they won't, but they also might not. We've seen they don't have to do 'sets' of Pokemon. We had Raikou and Entei EX but no Suicune EX. We had Regigigas and Registeel EX but no Regirock or Regice EX.

I agree the common birds/bugs won't get EX cards. Really I think the only EX's that can be predicted are legendaries and those who mega evolve, with a slight chance that all starters finals will eventually have EX's. Just look at Chestnaught EX, Delphox EX, and Greninja EX, and we already know the Hoenn starters will have to have EX (mega evolution). That just leaves Johto, Sinnoh, and Unova. Any others are completley random (Emolga, Skarmory, Toxicroak, Palpitoad, Malamar, Florges, etc),

Yeah, I would feel like they wouldn't make EX-cards for weak pokemon, but since they done one of Emolga I think everything is possible (especially since emolga already had a full art card).

@adam44: I hope they do turn around and seal the gap they left with Regirock, Regice, and Suicune. But somehow I doubt they will. Still they half fit in this thread. It's true they're not low class Pokemon but they were excluded from EX Glory since the BW era.

They did make a pikachu full art though but that was a special one and pikachu is like the best known pokemon
