Ruling Lugia EX vs Garbodor

So, an interesting situation came up on PTCGO last night that I don't inherently agree with, but I don't actually know how it resolves. My opponent catcher'd up my only Garbodor (with a tool) in play, and proceeded to KO it with Lugia's Plasma Gale. However, he only got to take one prize for it. Is this correct?

I'd have thought that he would get to take 2, since Garbodor had left the field by the time prize cards were taken. But I could see it being one if Overflow's trigger is meant to activate before the opponent's Pokémon gets discarded.

Basically I just want to know whether or not I need to put in a bug report or not :p. But it is an interesting question none the less.
 
It's done correctly in the game, no need to submit a ticket.

The original wording on Garbotoxin is very intriguing. "kakarete iru tokusei ... subete nakunaru" -- a very literal reading is "Abilities written [on these cards] ... all disappear/[are] gone". "nakunaru" (to be missing, to vanish/disappear) is the same verb used in Darkrai EX's Dark Cloak ability in reference to the retreat cost.

So by the time Garbodor leaves the field, it's too late for overflow to take effect
