The only popular deck that has Lugia ex in it is the LBS deck & for now I don't really see any deck that has Lugia ex in it but you can build a good deck with it if you have good idea & strategy....

Just because it can one hit ko any pokemon dosent mean its a good card

It depends on what type your deck is. If it's a quick hitting deck, probably no. If its a slow recharging and huge hit deck then probably yes.

try making a deck with lugia in it rathe than trying to squeeze it into the deck you already have. swampert ex + lugia ex + holon circle = zomg
