Unless they can get their Expert Belt, they cannot OHKO you. So provided your Luxray X survives the turn, you Poke-Turn it back to your hand and bring up the second one. Re-benching the first one for the following turn.
You keep this cycle going over and over untill they run out of recovery cards or you draw all your prizes.
They can only have 4 Rescues, so they can only recover so many times. You SHOULD be able to outlast them.

Gyarados has become even more dangerous thanks to Pokemon Reversal. Sure, it's flippy, but it can ruin the x2 weakness that Lux depends on to OHKO Gyara.
(A Gyarados deck I faced at states took out 2 LuxChomp in top cut to make the final)
