Luxray LV.X So Popular?

Well, Luxray GL Lv.X is so popular for it's Poké-Power, Bright Look. It's basically a free Gust of Wind when it's leveled up. With a single energy and an Energy Gain, Luxray can do a quick 60 damage, which can kill a lot of Pokémon with weaknesses to Lightning. Or, if you have something that can kill the Pokémon you sent up, simply use its free retreat to switch to something else. And since it's an SP, you can use Pokéturn to constantly use its effect.
 
like what Pokefan4000 said, it's also one of the best techs in the game and easily fits in almost every deck.
 
Bench sitters like Claydol also make it popular. It can either attack it or Poketurn and attack with something else. It works for any other Pokemon, but that's the main target.
 
Luxray single-handedly reduces the viablility of anything with high retreat, and anything with a weakness to Electric.

If that isn't a reason for nearly everything to run it, then I don't know what is.
