So the strategy behind this is to use luxray's flash impact to do damage and charge up zekroms on the bench. Donphan Dragons is also good but i wanted to try this for league.
 
2 points: Luxray's Flash Impact does 20 damage on 1 of your pokémon, and looking at your deck list, this damage will going to Zekroms probably. This is extremely dangerous, cuz a reshiram can "catcher" your damaged Zekrom and easely OHKO him.

Also, Luxray is a stage 2 pokémon, fact that make him not a best choice of primary attacker. I know it's mainstream, but Thundurus can do better on T2 hitting 80 and discarding energies for Eels make their party on Zekroms.

You've completely missed the point of the deck. Totoro's deck strategy is to use Luxray's Flash Impact to damage one of his Zekrom's in order to charge up its Outrage attack. While yes, Reshiram (or any other Pokemon, really) can drop a Catcher to get an easy KO on Zekrom, is it better to focus on Zekrom that you can KO any other time, or the Active Luxray or a Benched Shinx?
 
I still, think its risky because of time and waste of itens you spend to get Luxray as Active attacker. Anyway, for league its ok, the strategy isnt bad, the only worry is about speed.
