So I keep seeing ZexEel decks so I thought I would try my hand at an electric deck. Any and all critiuques and criticisms are welcomed.

I know that there is some changes that need to be made. (Probably to much energy) I would like to work in an Electivire but I am not sure where. Also if you ask why Emolga. you can easily do 30 damage for one energy. All the help I can get would be appreciated.
 
With Eelektrik decks you usually need ways of getting Electric energy into the discard pile fast, so that you can start Dynamotoring as soonb as you drop an Eelektrik. The most common energy discarders are: Juniper, Sages Training and Junk Arm, which is a staple in most decks anyway.

For that reason:
-2 Bianca (Sages is generally better AND more useful)
-2 Eviolite (Luxray is a stage 2, Eelektrik a stage 1, and Elekid/Emolga get KO'd regardless)
-1 PONT (Sages is more useful and you already have alot of Hand Refresh)

+3 Junk Arm (Staple and discards energy)
+2 Sages (Discards energy and good draw support

Also Elekid and Emolga seem fairly useless to me, Elekid is outclassed by many other starters, 20 snipe doesn't KO anything at all. And with Emolga 30 for 1 is also not that amazing, especially because Tyrogue does 30 for nothing.

-2 Elekid (Thunderus is better, and gets energy in the discard)
-2 Emolga (Tyrogue is better)

+3 Thunderus (A good starter, 3 to increase the chances of starting with it)
+1 Tyrogue (Better than Emolga:Attacks for free+50% chance of being invincible)

There are other changes i'd make but i won't say them now. Also i'm assuming PC is a typo of Rare Candy (RC)?

Ok, you're running a stage two, so rare candy is an automatic staple.
-0-2-1 Luxary (3-1-2 usually works for decks that have stage twos)
+3 Rare Candy (help get Luxary out on turn two)
Elekid isn't a good baby, so
-2 Elekid (Bad baby)
+2 Thuderus (Best starter for Eelektrik decks)
Emolga is worse than Elekid so
-2 Emolga (Bad basic)
+2 Mewtwo EX (For countering, cuz we all know they will go aggro Mewtwo at one point)

T/S/S:
Sage's training is a must in Eelektrik decks
-4 Electric Energy (fifteen is a little much)
+4 Sage's training (help Luxary and eels)
Super rod isn't that good IMO
-2 Super Rod (Haven't seen it work in a deck)
+1 DCE (Mewtwo and Zekrom)
+1 Tynamo (weak basic, four is needed to maximize consistency)

Energy:
With Mewtwo EX, and Zekrom in this case, you need DCE
-2 Bianca (not that good)
+2 Double Colorless Energy (Quick Mewtwo, quick outrage)
 
^ I disagree with the Luxray line, IMO 3-2-3/3-1-3 is the best count for an attacking Stage 2. And I also disagree with 4 Tynamo as personally I find 3 is enough.
 
I don't have any rare candys or any mewtwo EX. (they are both to expensive in my book). I am trying to make a deck around not having them in it. Also I only have one catcher so I am trying to find something that will substitute for that.
 
My advice is to get those cards. Like someone else said, Stage 2's require some form of evolution acceleration. And all we have right now is Rare Candy. It's going to be reprinted soon, as well as Catcher as a secret rare (or you could just buy a bunch of EP packs, but there's not a lot else that's worth pulling in those), Mewtwos you can pull if you're lucky, which I guess I am. I was told that you could buy a box and not get a Mewtwo, but I pulled one out of the very first pack I bought. i've since pulled a second one, and this is with buying packs at a rate of about 2 per week.
 
Perhaps not, but don't lose hope. You've probably pulled something you could at least trade, maybe not for the Mewtwo, but the other cards you need.
 
Forget buying packs, you'll usually end up with more junk than useful cards. You should buy single cards. Apparently some hobby stores sell pokemon cards in singles but they're rare. The best place to buy singles is online (Troll & Toad), as you'll find you're spending a fraction of the price on the card(s) you need as apposed to just buying packs. However this sometimes isn't the case with high-demand cards. However if you're unable to buy cards online then try and find a local league. Players and even the league leader will sometimes give you cards to make your deck better, though don't expect a free Mewtwo EX. =p
 
I take the "junk" and turn it into eBay fodder to fund the never ending cycle of buying packs. It's a real-life Junk Arm :) It seems options for Mewtwo are buying it (expensive), trading for it (finicky players who aren't too keen on trading it), or buying packs (lottery). Choose your path wisely... Or get a job... I'm doing the latter.
