Ruling Lv. X questions

I have been in discussion about this with my friend for a long time, and neither one of us can decide what the answer is. Can things like Budew's Buddy-Buddy attack and Bebe's Search which say to look for a pokemon, but do not specify that it cannot be a lv. x, allow you to search for a lv. x?

Also, do leveled up pokemon such as Darkrai Lv. X count as being evolved? Would they bypass Mewtwo Lv. X's poke-body?

And finally, are promo Lv. X's allowed for use in POP tournaments? I've looked everywhere I can think of for this and I can't find it.
 
1. If it doesn't not specify what kind of pokemon, then yes you can get a level X.

2. No. Still basic. They are the same card with a new level.

3. Yes.
 
Yes right noe you can use any Lv.x beacuse there has only been lv.x in DP-on and that is the current format. If that were to change it would become a little more confusing.

for your final question as has been stated they are in format, i can see you concern but don't worry the only difference is the artwork it still the same card in essence

Also, I have another question. I've heard several different things and I want to be sure which is right.

Can you play lv.x's on benched pokemon? I know the card says that it is played on an active pokemon, but does that mean ONLY your front one? And what if you used level max, which says "choose one," not, "choose one of your active"?
 
You can only level up your active Pokemon. It specifically states that. If you use Level Max and you roll heads, then you get to choose either your benched Pokemon or active Pokemon to level up. Level Max doesn't say you have to level up your active Pokemon.
