Probably because Lv X cards are harder to play.
Back with the EX cards, you could go....Say: Bagon, Shelgon, Salamence EX.
But with Lv X cards that same thing would be: Bagon, Shelgon, Salamence, Salamence Lv X.
Its kinda like adding another stage to the pokemon. It takes a turn longer to play it.
EX cards could be Rare Candied (I think) while Lv X cant. The EX cards needed some sort of draw back to keep them in balance.

not only that, the pokemon need(ed) to be the active, and most lvl X powers reside in their poke powers/bodies, not attacking skills, meaning you waste 1 turn putting it front and leveling, then a lot of energies pulling it back (see Giratina Lv X, Heatran Lv X or Hippowdon Lv X) of course, some can defend themselves pretty well, like the garchomp Lv X or Dusknoir Lv X, which basically screams kill me.
i say needed because now we have level max, which is awesome, even with the need of a coin flip
