Pokemon: 16
This NON-COMPETITIVE deck can operate going first or second, thanks to Inkay's confusing attack. Basically, you want to confuse your opponents active Pokemon and make them always get tails, so they can't attack. Ariados and Dragalge are to keep the Defending Pokemon from switching out. This deck would run a lot smoother with Hugh, but Battle Reporter is the next best thing. You also have Red Card at your disposal so you can manipulate your opponent's hand a little.
Any suggestions would be much appreciated!
