Manaphy POP 9?

Could Manaphy POP 9 be a possible starter for a water-based deck? maybe like Blastcatty or something? for one water look a the top 7 cards of your deck and choose one. Pretty good, IMO.

Manaphy is a decent starter, and I expect it to pop up in many Water based decks.

Manaphy > Lapras IMO. I expect it to see play in water-based decks, but so did I with Lapras, so it won't see play.

Jirachi is a different card :/ You can't really compare them. But yeah, Lapras < Manaphy < Jirachi
