Manectric EX Counters

Hawlucha is weak to ligtning, so both of them can easily do that damage. If you have a muscle band attached to you manectric ex is doing would be doing 240 dmg with asualt laser, and M manectric EX would be doing 220 damage.
 
With that being said Terrakian is probably your best bet because it has good HP and likley will not be OHKO'd the next turn.

One card no one has mentioned is Excadrill EX. For a DCE, it does 40. With Muscle Band and weakness, it wrecks Manectric three ways to Sunday. It's even got Lighting resistance! It's not the worst when facing cards that aren't Manctric, but it's not the best either. The only problem with it is its Water weakness, so if the Manectric player is playing Seismitoad, Excadrill may end up hurting you more than helping.

Aside from Excadrill nothing else is really splashable, but Fighting decks should have an easy time slaughtering Manectric. Genesect with G Booster and Deoxys seems pretty good, but I haven't tested it personally.

Excadrill is a pretty bad card lol. I mean, just because you can slap a DCE on it doesn't make Excadrill a good card. You're forced to discard the top card of your deck, (and when players run far more Trainers and Pokémon than Energy, chances are you're getting rid of a resource), it has an abysmal Retreat Cost, and it has Weakness to Seismitoad. Not worth it.

I would use Safeguard Pokémon and abuse Head Ringer. Safeguard is good because...well. It's an EX. And Head Ringer keeps Manectric from attacking and establishing a strong board early game.
