l can give a Regi for a Feebas.
But it HAS to be a modest 1.
And l prefer a girl, because l like teh longer eyebrows that Girl Milotics have. But that is just eyecandy, a boy is fine 2.

Rare as in spiritomb and so on.. Starters.. The pokémons you dont see so often.
