Okay, I've made a few changes.

Base stat grading has been moved into the Moves category which is now called the Lower Section.

Total points is now 50 rather than 100. There isn't much I can grade on, so I cut down on the total points so hopefully we'll see a bigger difference in scores.

You now lose 10 points instead of 20 for each fake move.

And your score still gets cut in half if you miss anything.

MOT6K - Before I started, I looked at a few Pokemon to check the number of moves, and 13 seemed to be a good number, including level one moves. Turns out you're right, though, Magnezone gets 19 moves. I checked a few more and found more with 13+. I can't remember which they were, but I am giving you those points back. You did misspell Substitute, though, so I must still take off one point. The new maximum is 17, so don't go above that - level one moves included.

Now for the other scores.

Lower Section: 28/30 I'm not sure why a chick of any kind could learn Dragon Claw. The attacker needs long, sharp claws to pull off the attack, and I'm not seeing the dragon in a chick. (-1) Aerial Ace is spelled wrong. (-1) Hyper Beam is usually reserved for final-form Pokemon. A select few unevolved forms can learn it, but I'm not sure why.

Lower Section: 29/30 Its HP is abysmal. How is it supposed to survive until level 15? You had 70 points to work with, surely you could have given him just a bit more HP. (-1)I couldn't find anyone in the Ground or Fairy Egg Groups that could learn Recover other than Smeargle, so new rule: If your Pokemon is in the Ground Egg Group, and Egg Moves it has must come from a Pokemon OTHER than Smeargle. Since Smeargle can use any attack, I could make my Pokemon have Spacial Rend as an Egg Move and use the excuse "I get it from Smeargle." I don't know if this is the case, but that's the rule anyway.

If I may state my case,

It learns Quick Attack, Pound, Uproar as well as Stomp, and it's only a first stage evolution pokemon - IMO, it should be more than able to survive until 30 so it can evolve. If Beldum can survive until 20 with only Take Down, I don't see why Llumba is any worse off.

If I may state my case as well: You wrote that 400 points was the Maximum, not the number you shoot for like 21 is in Blackjack. Diglett has base 10 hp and very little defenses, so I think my Alphaze can survive easily compared to that. Diglett also has to survive to almost twice the level as Alphaze to evolve. Also, most experience Pokemon trainers have all of their Pokemon above level 15 by the second gym in all the games.

Larvitar's line can. Dratini's line can. And for some reason, Remoraid can.

Pokemon that used to be fully evolved can (like Golbat and Chansey).

But yes, it's usually reserved for final forms.
