Ruling Mega Evolutions

I'm reasonably sure I know the answer to this, but when Venusaur-EX etc. mega evolve, does this date back to the Level X days of retaining the attacks and powers of the previous card? I'm about 85% this is not the case, but to be clear, M Venusaur-EX only has access to Crisis Vine, and not access to Poison Powder and Jungle Hammer.

While we're at it, as in the name, Mega Evolution cards are targetable by Evosoda (consequently ending your turn), correct?

Correct, they only have access to their previous evolution's attacks if you have a celebi ex with the time recall ability in play.
And yes, the mega evolutions are a valid target for evo soda.
