Ruling Mega Evolving, EX, and Lv.x Questions

Couple of questions here, working under the assumption that all cards are legal instead of the standard format that tournaments use.

Question #1: Can Mega Charizard ( http://serebii.net/card/flashfire/069.shtml for example) be evolved from the FRLG Charizard ex http://serebii.net/card/exfireredandleafgreen/105.shtml ?


Question #2: Can Lucario EX http://serebii.net/card/furiousfists/107.shtml become Lucario LV. X http://serebii.net/card/mysterioustreasures/122.shtml and would this stop Lucario from mega evolving?

1. No, because "EX" and "ex" are different.

2. Lucario EX could not become Lucario Lv.X because the "EX" is part of Lucario EX's name. Lucario Lv.X could not Mega Evolve into M Lucario EX because Mega Evolution EXs evolve from their Basic EX stage.
