Starmie generates Steels, Gardevior moves them. Scizor EX or anyone other high-defense Pokémon will do for a target. It's the same idea as Dark Dragtrode and Deltail. Though the latter is rarely played.
 
The Metal Navigation one. It can get a Metal energy from the deck to itself.

This combo will be more playable once D/P hits because then, Starmie's use won't be reduced to a mere 4 energy cards.
 
yeah, just think of comboing Gardevoir d + Starmie d with Jibacoil (Magneton's evolution)...

by the way, Dragtrode is out of format, and so of coz it's rarely played. as for Deltail, it is quite popular in T2 Arcanine ex LM actually...

Yes, I know it's out of format. It's the same basic strategy seeing that every deck based on a Sp. Energy has one that can move it and one that can generate that energy. Though each energy mover has a special characteristic...Delcatty is a stage 1, Dark D-nite moves as many as you like and Gardy δ can move any type. And I didn't know that.
 
you could have metagross ex (PK) in it scanblast is great against decks which use multiple pokemon and this deck will keep it around for longer its not the best idea but its a start
