I'm not 100% sure, let's say 95%
Arcanine is mew's original counterpart, it was the 14th pokémon created on green and mew was 15th, 1 number in between. While mewtwo is 83 and growlithe is 33.
(BTW, I know this because of the hex list, this is numbered according to creation time)
other things that let this seem suspicious:
Arcanine is a legendary Pokémon (see Pokédex)
it's name doesn't look a bit like growlithe, and that's strange in the 1st gen
the original idea seems to be cat vs dog
arcanine was among the 4 legendary Pokémon on the wall in the viridian city pokémon center on the anime.
they just made growlithe to let RK9 be evolved (don't know why), and so mew was all alone, so they made mew2 his new counterpart (do know that the original mew looks a lot more like mew2)
