I'd suggest incorporating at 1 Parallel City (for 1 Rough Seas) in order to remove your unwanted/unneeded benched Pokémon or to disrupt your opponent's bench.

Also, no Choice Bands nor Fighting Fury Belts?

Lastly, you may need more than 1 Field Blower given my experience with recent Tool "wars."
 
Sadly, this kind of "Lock" is not very viable in current meta game, unless you play it with Vileplume, which will be rotated-out in August.

Regice - This is not an EX dominated meta. GXs have took over. There are couple of good EX decks that will survive including Volcanion, Darkrai, Mega Ray and Mega Gardy, but they are way faster than your build.

Jolteon-EX is pretty much useless with all the Stage 1 and 2 GXs floating around.

Glaceon-EX could be handy but you can not win matches using this (Maybe you can win couple of matches).

So my suggestion is either include Vileplume for this to be competitive.
