Here is my decklist for the upcoming championship in France (I'm a French player, sorry for my english).
I create this one because i got all the cards (can't afford to buy too much Ex-card or other rare-cards).

Strategy:

Avoiding opponent's prize cards with "Focus sash", "robot substitute" and return from Mienshao.
Making some Extra damage with balloon on Robot substitute or Quilfish (yes they can have it !!!)
I replace one Corrina for 1 Teammates (working with the KO of Substitute)

After a few games on the TCGO, i never loose vs "Night March", some difficulties with non-EX high HP pokemon (Garchomp and over evolution pokemon with 120+ hp) thats why i include balloon, and high difficulties with poison deck (Jungko-EX, ...).

I used a similar deck to win some of my local league nights, you need puzzle of time if you can fit it in. It's great with focus sash and so good with korrina. Get one, korrina for the other.

Ok take the qwillfish out. They are only going to be giving up prizes. There are plenty of matches where you shouldn't loose a single prize if you play the game well enough. It's a very skill intensive deck. See if you can borrow a Shaymin off a friend.

This has a great matchup against nightmarch but dies to any item lock, and seeing as three of the top five decks in format have item lock then be careful.

Once Fates collide is legal then put in two carbink and a float stone. You probably don't need the break.

I have 1 shaymin in collection, but i'm always affraid that my opponent play Lysandre on him to get 2 prizes, it makes me loose plenty of TCGO games.

What do you think about including "Puzzle of time" x4 instead of the 2x rod + 2x eco arm

I think the inculsion of puzzle of time would be nice. It works well with Korrina, but I'd rather cut 1 rod, 1 eco arm and the 2 Trainers' Mail.

Edit: you should also consider one escape rope, don't really know what to cut for this, may the eco arm or one fighting energy. Escape rope could work as Lysandre and you also have a free reatreat pokemon with Hawlucha, so you can easily switch back to attack.

I think four puzzle of time, and 1 super rod and 1 eco arm would be better. You don't need the burst balloon either, it just won't work, you HAVE to be putting down a fresh focus sash every turn, unless you are in a situation you know they can't OHKO you next turn, that's when the muscle band comes in.

So

-2 Qwilfish
-2 Bursting Balloons
-1 Super rod

+4 Puzzle of time
+1 Shaymin EX

Don't use the escape rope, if you could fit a second Lysander in because you will need a switching effect to get around item lock, item lock screws you over hard. You need to get those Vileplume off the bench, send those toads and Revenants back. An AZ will help with the Shaymin. Keep it for getting Shaymin off the bench once you played it.
 
I played this deck until I upgraded to Garchomp and the reason is basically the same, I can't spend money in getting expensive cards (especially Shaymin) to make other decks.

So what I've learned from playing it almost for a month (weekly tournaments) and for about a year on PTCGO:

-Really fun deck to play.
-Annoying deck to play against.
-You don't have any chance vs Item lock so don't expect much if in the nationals you go up against Gira/toads and Trevenants. (really, no chance)

So, some things you might want to consider:
- I played mine with a 2Eevee(AO63 for the 60HP instead of the usual 50HP) -1Flareon(AO13)-1Jolteon(AO26) line.
Jolteon will make really easy for your Mienshao to 1HKO Shaymins for the 2Prizes. Flareon will work vs Sceptiles and Vespiqueens. You can run Vaporeon too if you think Charizard/Entei will be a thing. However this is going to take up some precious space.
- In expanded I could play this deck with a Safeguard Sigilyph and just Aero Turn and stall with it until next turn. So if the tourney is after May 21, when you are able to use the Carbink from FC with the same ability, you should add 1-2 of them.
- Running out of energy is a thing too (especially the strong ones), so consider playing Puzzle of Time.
- You can play it with 3 Robo subs, since you rely on Focus Sash too, 3 are good. (Puzzle of time can bring them back)
- Consider playing Puzzle of Time. I never played it myself because I was too late to get 4 copies of it and then I've moved to Garchomp.
- I don't think Shaymin Ex will do that much of a difference (because you will also need some ultra balls since you don't play any). Korrina makes this deck really easy and fast to set up.
- Trainers mail isn't bad, but since you have 4Vs Seekers and 3 Korrinas I think that you are ok. You can give up that space for something else.
- I've never thought about using the Qwil-Balloon thing. Sounds cool vs some kind of decks but won't some people will be able to use their Shaymins to attack and negate the balloons?

In my opinion the best choice is your own opinion. You have probably tested it out more than most people here and so you know what's best so before going on with any advice you find here try to test them a lot.

Personally I had fun playing this deck but hated item lock so much as it made me feel totally hopeless even from round one.
I was so happy when Garchomp came out because I had most of the cards I needed to build it and the ones I didn't have weren't that expensive since it didn't need any Shaymins and could just run Octillery instead.
Now that Zygarde is going to be a thing I might consider that too, I have most of the cards it needs and the tins are getting realesed in the next days.

Well in the end I remove Qwilfish and get back the 4th shaofouine + Shaymin -EX and i played 4xPuzzle.

Final results : 3 victory - 4 losses - 1 draw ( 93rd over 140+ players )

Shaymin-EX make me lose 2 winning matches ... I knew I should not have play it ... And the over 2 lost games was Vs Item lock :)
Anyway I 'm still proud of this result especially thinking that I could have done much better :)
