If I use Mismagius's attack crash chant with an expert belt attached to her and I K.O. a defending pokemon who also has an expert belt attached by discarding both expert belts dose Mismagius's attack do 60 damage and I take two prizes or dose it do 40 damage and I only take one?

In simple terms,

Dose expert belt add 20 damage even if I discard the belt?

Dose discarding an expert belt on an opponent's pokemon nullify the 2 prize rule?
 
No, Expert Belt will not add the damage. In Mismagius's case, first you discard the tools, then you calculate damage (Belt is gone at this point), then you get the eventual KO (And Belt is gone at this point too), therefore, No extra damage, and No extra prize card.
