Ruling Modified and Limited Question

i think you mean Unlimited. Unlimited play is when you can use cards from ANY set which has been released, so from Base set all the way to Rising Rivals. Modified is when you can only use cards from a set onwards E.G - DP- "onwards" which is our current format.
 
And in case you want to know what's limited is, that is the format in which you are given the cards to use, such as prereleases.
